In the best part of a century since the discovery of the X-gene, mutants have struggled against human persecution, often ebbing and flowing with the fickle nature of public opinion. Some groups, on both sides of the divide, feel that the extinction of either homo sapiens or homo superior is the only way to guarentee the survival of the other, while the more compassionate among their numbers believe coexistence is possible. None claim their struggle will be an easy one.
Following the battle of Genosha and the sacrifiece of Jean Grey, anti-mutant feeling had declined, while many could still not accept mutants, those willing to publically decry them dwindled in number. The previously powerful Mutant-Registration movement seemed to be on its deathbed, and the possibility of coexistence seemed to be one within grasp. Tony Stark took this opportunity to proclaim support for the coexistence cause, which was seen at the time as a major blow to pro-human groups, previously using Stark as an example of a human who could stand equal, and against, the mutant threat. Doing so equally made him a target for radical pro-mutant groups, in regards to the threat he posed to their message of mutant superority and the lack of human care for mutantkind.
There were, however, both human and mutant groups that could not stand to see this occur, outspoken politicians became louder, and movements became more radical. It seemed both a hay day for mutants, but equally a precarious one indeed.
For once, it wasn't just the mutants the came under public criticism, after the costly battle of New York, the Avengers, and by extension, metahumans in general, began to earn the ire of the public. Particularly after metahumans such as Captain America were seen fighting side by side with the destructive monstrosity that was the Hulk, a being still fresh in the minds of many who had seen the damage such a creature could cause. The anti-metahuman rallies proved a low point, with metahumans nearing the level of caution and dislike previously reserved for mutants. While most remain loyal to their favoued heroes, those who do not find support among the influential members of society, those wealthy individuals with much to fear from a perceived moral crusade by the likes of the Avengers.
This changed with the Manchester Attack. Thousands died in a catastrophe caused by a yet unknown supervillain, although, the media was quick to lable it a probable mutant attack; fed by "unnamed government and military sources." Despite the fact that the X-men assisted in the aftermath, public feeling once again began to turn on the mutants, faster than any previous event had caused.
The UK and US Governments introduced Mutant Registration legislation. Nick Fury was dismissed citing a loss of confidence in Fury from the U.N. Security Council following the incident in Manchester, but insiders leaked it was more likely Fury's resistance to 'mutant countermeasures' being actively developed. At this point, Tony Stark began to make contact with the Xavier's Institute for Higher Learning, fearing the worst for the mutants.
Stark, in response to evidence that govermental agencies were already beginning to monitor his communications, sets up the Iron Network, using some of the latest Stark Industries technology to enable him to contact several key locations without fear of the NSA and the like. The Xavier Insitute is connected, as well as several locations key to the Avengers.
A week later a duplicate incident occurs in Kansas, and the US and UK Governments announced the Sentinel Program to combat dangerous mutants and ensure continued safety, as well the appointment of former NSA head General Stryker as the new S.H.I.E.L.D. Director. When Stark Industries threatened to sue the US after claiming their Sentinel technology is illegally similar to technology his own power suits are based on, and Captain America came out against the registration legislation, the Avengers were officially disbanded.
The Present:
Secretly former Director Fury believes he's uncovered a plot put into place by rogue elements of the NSA, he is detained by Sentinel Drones while investigating the plot, publicly, the US government declares Fury a traitor, his name being connected with, despite lack of proof, to the Kansas and Manchester incidents. In his absence, Tony Stark has called together what Avengers and X-Men he can reach. The suggested meeting place is across the sea in Cuba, the USA yet unwilling to violate sovereign airspace with the Sentinels
