It's a Japanese idiom. The full thing is "The frog at the bottom of the well knows nothing of the vast ocean." Grey has it though, pretty much "Being big where you come from does not make you big."

Though I did briefly consider exercising my title as GM of a certain old old old RP and rolling up Kotori's oldest friend. But I don't think I could pull her off well enough.
