This is mostly due to humans being very recent and not having made any formal contact with them yet. Humans may have had UFOs flying about their space of Tikali origin however. The Tikali are spooky like that.

You always may end up with Tikalite UFOs roaming about your space. (The Tikalite aren't just the Silent Imperium (Or simply the Silent Pact- Silent Imperium sounds more like a term used by the propoganda of their enemies, doesn't it?), they also are a NPC generic for traders and such).

Also, is it just me or do the New Romans and Eternal Union have very similar technologies despite one of them being a alien empire and the other being a human faction?

The Silent Imperium's relations to non-Dominion factions will need to eventually be worked out since I don't my faction's whole existence to be 'those things that really hate the dominion' despite that oath they took over a thousand years ago. A thousand years is a lot of time, they are bound to have gotten wrapped up in other affairs by than, especially with their tendency to fumble about.

Federation has no idea about magic albeit they might attempt to approach it from scientific view if they get time to analyze it.
That's the closest I get to magic in this game, I think.

I think you can use occult devices still, even if not magical. So like if you find the ruins of a magical civilization with artifacts, you can have some magic.
