(Neko's abilities are the result of genetic mutation which brand her as an Aberrant life form who while appearing human shares only 91% of her genetic code with humanity.)
Her extraordinary feats, including bench pressing 1200 pounds (545 kg), running a mile (1.6 km) in 73 seconds (49 mph/78 kph) and being able to leap across gaps 100 ft.(30.48 m.) Or as high as 35 ft. (10.67 m.) are examples of her mutation
Her physical toughness is extraordinary her skin able to shed off small caliber weapons rounds (9mm) that leave only welts and a pissed off Neko her bones nearly as strong and light as chromoly are very difficult to break.
Her eyesight is akin to Low light vision systems though she suffers from color blindness hinting at her feral genetics.
Her hearing is also enhanced as is her sense of smell an comparable with that of canines.
Neko cannot become intoxicated by drugs and poisons including alcohol,or by impurities in the air and is immune to terrestrial diseases.
She is also highly resistant to hypnosis or gases that could limit her focus.

Skills: High proficiency in Judo, Boxing, Taekwondo, Krav Maga and Capoeira are her unarmed skills. In Melee she is proficient in several different sword forms as well as a good improviser of informal weapons (2x4s, pipe, pots-n-pans ect..), Thrown weapons, Infiltration, Surveillance, Shadowing and Mimicry

Weapons : Usually unarmed unless engaged in a mission but when engaged in active combat her arsenal usually consists of archaic weapon types

Gear : N/A

Personality: Neko's personality is very mercurial and therefore unpredictable.
Blatantly sexual in her outward appearance she can react very cruelly to advances as often as she seems to welcome them.

Background : Neko's background is a mystery that she never even hints to so that leaves only what has been found t be true about her since her first appearance two years ago.
Neko suddenly came on the scene as a predator on the lower elements of society when she attacked the unaligned drug house of a now defunct minor gang and stripped it of all cash assets.
She has been thought a hero by some but those that recognize such things and keep watch on them say she is a symptom of the worlds evolution, a human predator who has no agenda outside of survival

Other : Neko is an Aberration of genetics that some say if the result of Gia's anger and others claim is the result of secret experimentation; for either argument there is no supporting fact. The one truth is that unlike mutants she is genetically as different as if she came from an entirely different species and proof is that while her kind appear fertile they cannot interbreed with humanity.

I'm going to take Drakel's advice and not play Rachel here, instead I'm creating a different character:

Powers:
Dragon Mutation - Lily has superhuman strength, agility and endurance due to the genetic mutation within her. She is also immune to fire, and to some extent cold - while freezing her isn't lethal to her physiology, it still places her in suspended animation. The skin on her back has been replaced entirely with tough scales, hard enough to withstand most bullets. The rest of her skin, while tough, doesn't have the same hardness or protective ability. It will at best, shield her from human blows. She is able to breathe fire and ice as well as project them from any part of her body.

Transformation - Lily can also transform into a dragon the size of two or three buses. She is slower and a lot more obvious, is able to fly, and is fully covered in the bulletproof scales. Partial transformation, while tiring, is possible as long as she limits to one body part - wings, or arms only, etc.

None but her fists

A high end tablet she designed herself

Personality:
Lily is a kind and compassionate woman, though she is no pushover. She doesn't respond well to threats and has a mistrust for anyone in a position of power or wealth. She dislikes violence and bloodshed but will not shy away from it when threatened. Suspicious of strangers and always careful to keep a low profile (as far as her true identity is concerned), Lily avoids going out in public as much as she can unless some trouble demands her attention.

Pious and loyal, she has a strong belief in returning favours when they are rendered to her. The smallest gesture of kindness towards her while she is in need often earns points with her, though this doesn't mean she is naive - those who try to manipulate her goodwill and kindness often find themselves facing a dragon's temper.

Lily is sensitive about the scales on her back due to her mutation - she always hides it and anyone who peeks on her and finds it often finds themselves eating her fist. It is a great sign of trust from her should she allow one to view them and to date none have had the honour. Thus she is also always careful to never let anyone touch her back unless she is wearing clothing that would hide the fact.

Background:

Lily was always a bright child, and got recruited into a research lab due to her excellent results and exceptional intelligence. She was working on understanding rare animal breeds and how their genes or traits could be applied medically and scientifically to help cure illnesses or improve the human body. She helping to usher in a new age of human prosperity and was certain she might be able to even cure cancer.

That was things all went horribly wrong. Some of the lab's research was going towards making better soldiers, and improving their physical ability in the field. Somehow, some very powerful criminal ring had gotten wind of it and sought to steal the research and perhaps use it for themselves or sell it on the black market. They broke into the lab on the night Lily was running trials on the gene sequence and when the men broke in, spotting her, they opened fire. Her quick reflexes brought her to the floor before the bullets could hit her, but they managed to damage the testing equipment and tripped the alarm.

The men bolted but not before tossing a grenade into the room hoping to destroy the evidence with her inside it. All Lily remembered was a fireball erupting out of the machinery and engulfing her, before waking up in the hospital. It seemed that the explosion had exposed her to the genetic material she was working with and it somehow bonded with her body, turning her into some sort of dragon-human hybrid mutant. The doctors were curious and the rest just wanted to understand the process that transformed her - they wanted to turn her into their guinea pig. Fearing for her safety, Lily escaped and went off the grid, on the run from the people who would make a weapon out of her.

Other: Lily currently operates out of a convent's basement.

Second Edit: I personally see her as under powered compared to some. Echo has near perfect control of any computer she desires and Baldur has Electromangetic manipulation which, in this setting, could in theory make him invincible with both control over electricity AND magnetism. she becoming a dragon would only make her a bigger target for characters such as Baldur and Wilson, the latter having teleportation abilities.

You're missing the most important part... She is on the run and doesn't have a lab to do something like that

That's not saying much. In a realistic world, most of batman's villains would've killed Batman 5 times over each if it's in a sudden battle with close to no prep time.
