Port Montgomery is established in what appeared to be an city in mothballs. It is surmised that as this city lies close to one of the grand airlocks of the sphere it was meant to be inhabited by the builders or a client race.
They original inhabitants are estimated to likely be a race very similar to humans in stature and build due to the features of the structures that make up the city.
Now home to over 32,000 specially chosen Federation colonists the city still resembles a ghost town in many of it's parts.
Port Montgomery is also home to over 12,000 Star Fleet personnel and an additional 5-6 thousand transitory personnel either on R&R or awaiting ship assignment.
Near the ship yards is a Star Fleet Marine base with 18,000 marines in garrison or awaiting ship assignment
Like any boom town it has it's growing pains but they are slight compared to other wide open settlements in the Federation. This is likely due to the close attention to detail all colonists are placed under before admittance.
There s a lively night life in Port Montgomery and yes the sphere dose experience night though it's cycles are 41.7 hours long. (If you'd like to know how it gets dark you can query the LCARS)
There are 7 entertainment facilities (nightclubs) along Riker Avenue or if you're looking to relax 3 spa on Crusher blvd.
There are unfortunately no Holo suites available due to their energy intensive natures.
If you'd like to get away from it all you can take a leisurely trip in one of three small airships that take people to hot springs resorts, rock climbing, snow suing, horse ranches, ect.
All in all Port Montgomery is the fastest growing settlement in the federation
Outside the city grand expanses of land are presently under cultivation or tasked as animal or fish farms which for the most part are automated. These supply all the nutritional requirements of up to 97% of all those who call Jenolen home or assignment. All other nutritional requirements are met by weekly shipments from Station Z-1a which you may or may not have visited just outside of the gravitational well of Jenolen Station

Jenolen Station Civic Council
Jenolen Station is what is commonly referred as a Dyson Sphere and it's exploration requires a different breed of officer.
It is a place where only Airships may travel for the use of other types of craft have been found untenable. This is due to the phase energy collection field that protects the inner surface of the sphere and powers the vast machine that is the sphere. Warp cores are drained within days of entry and anti matter systems rendered inert. We have had to adapt here at Jenolen Station to the use of technology that is viewed outside of the sphere as a quaint anachronism, the vacuum lift Airship.
These grand craft once launched from Port Montgomery's shipyards and are as large as Galaxy class star ships..
Their standard operational altitude will be 93 kilometers (58 miles) at an average speed of 804.5 kph (500 mph)
Shaped like giant flying wings they have been affectionately dubbed the Mantas after the giant rays of earth.
They are a bluish gray in coloration so that they blend into the background of the sky.
They are crewed by 1,500 of Star Fleet's finest and home to a small swarm of smaller exploration craft.
The small crew size is due not to space taken up by the vacuum lifting spheres or the hydrogen fuel bladders but by the food stores which must be carried aboard. These stores are vital to the crew and their size consummate with their ship's tour duration. Just as transporters do not function well outside of the Port areas neither do food replicators
The bridge of these grand ships is not mounted on her back as is normally found on Starships but one their bellies.. They have been known to cause vertigo among some members of their crew due to their being contained in huge teardrop shaped blisters with narrow catwalks between stations.
These ships while not as powerful as their counterparts that ply the stars set off on missions to explore the equivalent of three times the know M-class planets in the milky way.
Their sub craft are as specialized as they are and part of the reason why pilots for them are so hard to come by. These young officers have to have a feel for atmospheric flight that borders on the instinctive.
Some pilot the largest of the mother ship's sub craft the scoop ships. These ships while not the most maneuverable or the speediest are the most vital. It is they who dip into the oceans of the sphere and gulp down huge quantities of water from which they filter hydrogen which they carry back to mother.
Others pilot the survey ships that fly off for days in all directions at supersonic speeds to scan vast tracts of the surface below. Their information is taken back to mother who then assigns landing parties to explore places of interest.
The lander ships are almost small copies of their mothers and only briefly touch down to drop off personnel. Then they float back up into the sky and drift above the party linking them to the mother ship
The last type of ship is of a type found in the smallest number aboard the mother ship, the fighters.
These nasty little ships are the quickest and meanest of all craft aboard and crewed by two officers, an REO and Pilot. Able to exceed 6x the speed of sound and armed with missiles an gauss weaponry are the mother ship's protectors. While no missions to date have had to utilize their fighters they remain as a reminder that exploration is a dangerous pursuit.

Command : these personnel are the decision makers of the ship and must have a battle star which is proof that they've attended the tactical schooling necessary to command these missions.
(Pilots only above rank of lieutenant commander usually have battle stars and below they do not)
Helm (flight control) : these personnel are usually either training command or engineering and will if command training have battle stars at rank lieutenant and above. Once they have achieved the rank of Commander they are moved to Command class or Tactical
Tactical : another training branch of Command these personnel control the Airship's weapons arrays and sensors. They must be of lieutenant rank or above to serve in this position many have previously served as Helm officers.
Engineering : as the name imply these personnel are responsible for the structure, engines and machinery of the ship.
Science officer : these personnel are little different from their stellar cousins except that certain specialists will be missing
Medical officer : doctors
Counselors : also doctors of a different sort
Aero-Pilots : these are the sub craft pilots and a very specialized type of personnel
Marines : Grunts and ships security
