The issue is how you're making Tidus omnipresent(all seeing, all knowing) because of the rain, it isn't a power of his and that's OP in my opinion

He is not all seeing and all knowing though, He can only see things that want to seen. So he could find the other wolves in a rain but he could not learn everything about them. He can only learn things by talking to the others.

Properly explain the power please, if he can detect wolves in rain he'd be all seeing of wolfs anyway. Why not just have him be able to detect the shapes and sizes but not what they actually are?
