Uh dude, you might want to read my edited post and do some editing yourself. They were landed directly in the quarantine zone, not outside it.

Uh dude, where exactly in that post does it say they are in the quarantined zone? You'd figure the quarantined zone is where all the dead ones are, so if it's empty and desolate, how is it quarantined?

Downtown, as in, where the outbreak occurred, the streets are desolate just for the time being, the zombies may just be waiting at present with no prey around.
