This is Kansas. Long, drawn out grasslands with small forests here and there. There are five major cities; Topeka, Wichita, Great Bend, Garden City, and Colby. Each city is separated into 3 sections; the slums, the suburbs, and the towers.
Twenty years ago, there was a war. A war between humans and reboots. You don't know what reboots are?
Reboots were human. Then they died. Then they came back from the dead. How?
Why, the KDH, virus, of course! So named because of the first breakout being in Kill Devil Hills, North Carolina. After someone has had the KDH virus at some point in their life, whether it kills them or not, they come back to life, or reboot, when they die. As a reboot, their speed, strength and healing are enhanced immensely. They also have less humanity the longer they were dead before they rebooted.
Anyways, there was a war twenty years ago between Humans and Reboots. Reboots lost and became slaves. Each state, after being mostly wiped out, split up. There was no more USA. Each individual state was on its own.
After the war, the humans created HARPA: Human and Reboot Police Agency. Reboots live in the towers with the Harpa police. Together, they take down criminals, each Reboot being paired with a human officer.
Reboots do have an age limit. If they reboot too young, they are kept in a holding lab until they're 12 to begin their training. If they reboot as an adult, they go crazy and have to be put down. A simple shot to the head will take down any reboot.
Like I said early, Reboots have less humanity the longer they were dead before they rebooted. The highest in record of Harpa has been 195 minutes. Those over 120 become trainers once their own training is complete. The reboots under 60 are the weakest physically but the best for working with humans who are afraid of the higher numbers.
Everything seems fine and dandy. Well, everything except the terrorists who stay in the wildlands. They attack randomly and can attack for any reason. More reboots have been joining them recently but most still choose to stay with HARPA.
