The Councilman

Background:
Little is known about Tim Taggart, he never go too close to anybody during his career as Neo Bay's Councilman, the rest of the mostly corrupt politicians in elected office didn't trust him. He would never take bribe money or assist in any back door scams so he was seen as somewhat of a weirdo. The Mayor at the time noted that while he was quiet he became even more withdrawn after divorcing his wife in 2027, the same year the police force closed. Tim would then keep a close eye on Mack Yancy, trying to keep him on the right side of life during his drinking crisis while secretly siphoning money from the city's budget to fund the C.O.P.S. program. Tim feels a certain sense of responsibility for letting Michael lose his job and has become somewhat of a father figure to Mack Yancy, and shares the young man's sense of duty and justice for the city.

Background
Michael was born in Canada to working class parents Grant and Ima Yancy. Michael was always a well behaved child but his peers would always mention how 'intense' he seemed, he was very focused and always had a strong sense of responsibility and duty. His main vice was his desire to compete and to better himself, so Michael became very engrossed in sports, particularly fencing and kendo where he loved to take on strong opponents with sharp technique and reflexes. But soon even this wasn't enough, and his desire to challenge himself lead him to joining the youth army cadets in america at age 16 and graduating with honors at age 20. Instead of joining a private army like most of his collegues did, he went on to join the Neo Bay police force immediately. He took to the job as his true calling and made sergeant in 2 and half years. The fastest promotion ever at the precinct.

Sadly in 2027 the Neo Bay police force was dismantled by the council and a decorated 24 year old 'Mack' Yancy was without a job and without duty. The other officers from the Neo Bay precinct went on to join security, the secret service, or even the army. But Mack didn't want to do anything else. He needed the challenge and the duty of upholding justice. It wasn't enough to just shoot guns for a paycheck. So Mack began drinking for the next 4 years trying to numb the pain of losing the life that he truly loved.

Until Mack was approached by Tim Taggart, who wants Mack to lead the new C.O.P.S. initiative......

The Martial, Gaspard Favreau

Background:

Gaspard was born in the French Riviera in the year 2000, to a wealthy politician's family. He was the third and final child of a family that held very religious and conservative views. As a child he'd often wake up to his father cursing at "those damn anarchist rascals" and how western civilization would eventually be brought down by them. In fact both of Gaspard's parents were always very stressed out, and he barely saw his father in the house during weekdays. Around the time he was 5, large men in suits begun patrolling the family estate — Security, since a family like theirs would be a very likely target for the radical protesters.
Like his siblings, Gaspard didn't attend a public school and had a private teacher instead. He proved to be a very patient and hard-working student, and especially enjoyed subjects like history, computer science and mathematics. He loved the romanticized images of European history in literature and wondered why things were so different nowadays. His dream was to one day be like his father, but as we know, that would never happen with governments losing power at a rapid speed. After France had fallen to international corporations and laws were being stomped out like cigarettes, Gaspard's father became rather depressed and formed a drinking problem. Granted the anarchist movements had now been suppressed, but this new world would have no room for tradition, faith or national pride. The family emigrated to the United States in 2014 but France would never leave their hearts.

Gaspard continued studying through his teenage years, also taking courses in martial arts. These days you could never know when you'd have to defend yourself. He also purchased a handgun and started spending time at the shooting range for the same reason. Aside from that, he'd join a right-wing activist group with the intention to defend the roles of culture and religion. Needless to say, their efforts were fruitless and many members just ended up arrested or killed by private armies as churches and landmarks were mowed down in the name of business. His father died in 2020, around the same time the war between Australia and Britain broke out. This left Gaspard with a large inheritance, and with nothing better to do, he hired a specialist to build him a specialized combat suit and some rad gadgets, pulled a ski mask over his head and started making a career as a sort of vigilante. With underfunded police departments being riddled with corruption and incompetence, Gaspard hoped to inspire the people themselves to stand up for justice, democracy and his idea of the good old way of things. Anonymously, of course. Fast forward a few years and he'll have traveled to Neo Bay in order to take part in the C.O.P.S program.

He has greyish blond hair with a rough beard. Numerous small scars dot his face, with a massive burn scar across his back.

Wears the famous "Kerbos Panzer Armour" of the Wolf Brigade Civil Protection Division. This heavy armor can withstand small arms fire, explosions, and incendiary weaponry (i.e. Molotovs and such). It comes equipped with a light exoskeleton for strength boosts and bone protection, night vision, thermal vision, and a large semi-armored backpack. This backpack is specific to the armor, with a specialized machine gun ammo feeding system and explosive storage. The armor is definitely designed with the "breacher type role. Aimed at blowing a whole in a wall then brutally machine gunning down all criminals with that terrifying slightly modernized MG42 machine gun. Though the suit has its drawbacks. The narrow vision decreases the user's situational awareness. It is often described as "wearing a diving suit" as the user feels lighter, but more confined. The night vision is also a huge drawback, as it is somewhat primitive. A Kerbos Panzer can be easily caught off guard if a sudden burst of bright light hits him while in the dark, frying his goggles. Also the bulkiness of the armor makes it somewhat difficult to deal with in tight spaces. The backpack can be removed, however, for a more favorable CQC set up.

Background:
Krauss was born in the former city of Munich, Germany in 1996. His father was an engineer who has been helping with redesigning factories to be more efficient while his mother was, oddly enough, a professional hunter and active conservationist. His parents were, needless to say, an odd pair indeed and had a great impact on Krauss's outlook. He grew up learning about the construction of various mass production machines to how to steady a rifle after a jog. His father was a staunch industrial list/capitalist, always saying that market must always remain free of pesky government oversight, trying to teach Kruass the value of economics, efficiency, and entrepreneurship. The mother was more socialist, warning of the coming times of corporate take overs and always teaching Kruass about hunting, the circle of life, and the values of preserving nature as a whole. His parents would constantly argue, debate, and butt heads with each other, with Kruass often playing mediator or peace keeper. Despite these two very different personalities, they loved each other very much, and loved their son even more.

It wasn't that surprising when Kruass went on to go to a military academy then join the European Defense Coalition. It was originally formed way back in 2000 as a way to try an stem the rising tide of decent and distrust. An European Homeland security force of sorts, tasked with keeping things peaceful. However, it did not last very long, with most of the organization falling into heavy corruption and infighting for funds. The one branch that maintained its original purpose was the Wolf Brigade. The Wolf Brigade was a special attack group, much like the US's SWAT, only more heavily armored and armed. They were given strike missions, always on the offensive. A special breed of warriors, ones who bonded with each other. This bond carried through with the collapse of the EDC, with the Wolf Brigade Division being soon formed. A private military company, specializing in hunting down and uprooting insurgent groups and cartels. If these guys were kicking down your door, you should be flattered, cause that means someone wants you very dead. Kruass was indoctrinated into this group before the fall, joining the pack and fitting right in. He was attracted to this role as he felt like a peace keeper, a protector against anarchy and chaos.

Soon he was rebased and given a new role and job, to help the..... uniquely named C.O.P.S. in getting they're organization off the ground. Neo Bay was ripe for some insurgent removal, with all sorts of foreign cartels moving into town. Kruass relished in the challenge and took the job immediately, moving to the city with his equipment to take down these bastards. So despite his scary, terminator type getup, Kruass his here to PROTECT and SERVE! No more, no less!

Charles wears the advanced version of the "Komondo Armor" of the California Riot Control Division. This armor is a type 4 armor and can also withstand blunt force and knife. It comes equipped with a riot shield for further protection against small explosive, and projectiles; a gas mask; night vision, an extend stun baton that is shock resistant; and a Smith and Wesson 500 if firepower is needed. With its main purpose is to soak up damage, while can still be light enough for close quarter combat. Although, the armor doesn’t provide a good protection at the joints, and the times for a well-trained officer to wear this on his own is from 10 to 15 minutes.

Background:
Charles was born in Los Angeles in 2006. His father was an Aikido teacher, and his mother is a philosophy teacher, teaching philosophy at the local college. For Charles, they were an odd couple. They always argue for something, from how a meal should be done to the most philosophical questions. Under his parents’ opposite influence, Charles was taught to maintain a good balance between mind and body, and a learn to follow a strict code of warrior from his father. And from his mother, he learns the importance of speaking the right thing at the right moment. Although both of them loves Charles, their relationship only last until Charles was 16. After the divorce, Charle moved to his father’s house to live.
After graduating from high school, Charles attends the army academy, fulfilling his father's wish. He trained hard to become a military police. After graduating as a military police and complete police education, Charles enrolls in the California Anti-Riot Division, one of a few police forces that are still running in this state. Ruling with an iron hand, Senator Kelvin Hunter made California to become almost a self-governing country, with a crime level much lower compare to other states. With a stable state, there ain't many jobs for a riot police to do. But working as a riot officer offered what he always wanted, to defend the weak and maintain social order.
So Charles was transferred to C.O.P.S, a small and currently at the beginning state. A city filled with all those that are in need of a hand to help. Packing his equipment, Charles is ready to provide cover for those that are in need
