The Year of Our Lord, 1800
Head of State is a nation building RPG set in a world analogous to our own in technology but dissimilar in geography and culture. You will represent the head of state of your nation, a single individual in charge of affairs. Monarchism, is at it were, allows a great many opportunities, though elements of nationalism and liberalism are on the rise. As a head of state, you are responsible for approving budgets, carrying out diplomacy, and putting into place foreign and domestic policies that might cement your legacy after your passing.
Head of State differs in that you do not represent every single citizen, soldier and thinker of your nation. You are one man (or woman), with an agenda, with ideals. It's up to you to find the right men to carry out that agenda. You may be as involved in certain states of affairs as you wish and let your nation handle the rest. Even system is mechanically designed to be fully participatory or "automated" if your head of state wishes not to stick his nose there. The army, the navy, economics and colonization are all categories which your character can become involved or stay away from.
Mechanics
Representing a Nation: If you are afforded an monarchy of absolute power, then your word might as well be the Will of God. You may instead have to tread more carefully.
Managing Loyalties, Corruption, Hearts and Minds: As the head of state, it is your duty to appoint ministers, generals and admirals that will not only do what is best for your nation, but follow your agenda. Not every citizen will admire your magnanimous rule, not every general will applaud your daring tactics.
The Great Powers: There are five Great Powers in the world, illustrious empires which demonstrate capabilities in industry, economics and war like few nations have ever seen.
If you're interested, let me know. The most important is filling the five Great Power slots. Anything beyond can play characters within those nations or regional powers. If you wish to play a Great Power or Regional Power, just tell me the following: Name of your Monarch, Name of your Empire and you will receive a nation roll.

1: Are my nation's cultures, religion, political ideologies, and other things mine to make up or will you be deciding them too? 2: How exactly can you say the nation's economy is stable when both the treasury and the national change are in the negatives? 3: What condition is my meta-gaming licence nation's espionage and intelligence division in? 4: Are you going to come up with the details of the Tuğrullian Wars or is that something Commodore and I will have to work out ourselves?
