Do the vampires have some sort of Grand Council of elders or is it more like independent councils that are responsible for their respective region and the vampires that dwell within it?

@SearatThere are branches. Kind of like most governments. There is a Vampire king but no one has seen him in years. There is a grand council that is made up of Master vampires. There would be a master for each continent. Each continent would have Vampire Lords, kind of like Senators, who rule over a certain area. Griffin's site is head of the council for this area.

I've tried to find a group but can't find anyone online. My old Pathfinder group tried to set a campaign up to alternate weeks but we weren't able to organize it and the group was already crumbling at the time.

The Camarilla (also known as the ivory tower) is the largest faction of vampires in the setting, they organize the various clans and enforce the masquerade to protect kindred (vampire) society from mortals. It's basically one big clusterfuck of political intrigue and bureaucracy that only manages to hold together because the kindred REALLY like not being hunted down and killed.

King (leader) - council(strongest vampire from each continent) - lords (strong in each state/region) Griffin would be a lord of he wasn't under his father who is the councilman for this continent. Similar to the camarilla but their not worried about being hunted and they do have power over their area.
