When are members candidates for mods?

Maybe just a proven record or mature decision making on the site?

Well, you're usually nominated.

You also need to know the rules, follow the rules, have a good record of being a stand up guild member, knowing how to deal with people, being in possession of adult maturity, willing to work with other mods and people to find a peaceable solution, etc.
