Used in bulk to summon an army of minion tier critters that can be done with as your opponent wills I assume. Or are you planning to create a series of individual characters to be summoned and fight for you?
The element of his summoning crossing the boundaries of the multiverse is pretty much the same as the way that his Daughter does it. The call reverberates out through the multiverse and then if a being answers his call they are brought before him to fight. They simply appear before him and then when the fight is finished they are dismissed and return to the place from which they came. His summons only lasts for the duration of the battle itself.
Aligned with his purpose means that they are beings who are willing and able to fight for him. If someone was not aligned with his purpose and essentially responded to the call with 'fuck off' or 'lolnope' they obviously will not be showing up. Mostly what this means is that those he summon are his minions, soldiers, ect in his employ.
Opponents can do what they will with the 'minion' level summons certainly as long as it makes sense. That's pretty much standard. But yes I will be making a number of characters who he could potentially summon to him in a fight as they are 'in his service'. An example of an already extant one who I need to submit again is his daughter Elisara. Also I will make the numbers less huge, say 20 minions, 5 intermediate, or 1 high tier summon can be called in the course of a post and they do take a post to appear?

This is a bit over powering the way it is worded. You cannot compel another person’s dragon character to succumb to your will because of your back story. A player character can resist this power no matter what tier they are. Otherwise you are taking away their control.

Draconic Control (High)- Maev’Sil’Vien created dragons and as the children and inheritors of the power of the fallen goddess Elisara and her father have power over the beings of draconic descent and heritage. They can command dragons and while it is possible to resist the command of the Tyrant and his daughter it takes an act of will and is certainly distracting and discombobulating to try and fight while half your body is trying to obey a different set of commands.

Already discussed in pm, range will be 200 yards just like his Daughter's version of it.

What is darkness? That is such an ambiguous statement, I cannot grasp it. Do you mean shadows? Are shadows part of this darkness? What can this darkness do? Define highly potent.
By Light I mean light in all it's varied forms. He can summon hardlight in the form of shields or spears or other constructs and control them as well as creating what amounts to plasma or a laser with a super intense beam of light that actually burns with intensity and heat. Of course he can also simply summon forth light that lets people see and other things. By the nature of light it is aligned with warmth, at least on his world.
By Darkness I do mean things such as shadows. Similarly to how light is associated with warmth and heat in his world darkness is associated with cold. The touch of his shadows can be cool and soothing or freezing and numbing to the point of being an actual attack. It is also possible for his summoned darkness to eat away at things that it touches as well in a manner similar to his daughter's use of it.

Give a defined static strength rating. If he is bare-chested and an equal tiered opponent hits him, it will do more than scratch him, it will actually hurt him. Reword it to reflect that only lesser tiered opponents have trouble hurting him.

Divine Body (High)- The Tyrant is a being that is both Lorenvolk the strongest of mortal races upon his home world and a child of she who was the most powerful of the world’s gods. His physical body is difficult to damage even without armor and many blows that would inflict staggering wounds instead barely scratch him. This resilience is at its greatest against physical or mundane weapons as the weapons of mortals are by their nature ineffective against those who are divine. This is also most effective against those of lower tiers as while attacks of upper tiered characters will still do less damage than normal it is not nearly so severe an effect. Further his strength is obscene as he can lift approximately 20 tons with little effort and throw them around. On the inverse however his speed while greater than human is not nearly as inflated as his resilience and sheer physical strength.

Not exactly, more that it requires an equivalent level of power to that of the one who inflicted the wound. For example if you got a group of low level healers to work on you their combined efforts could certainly heal the wound if there was a sufficient number. Similarly a medium tier character who had help could likely manage to heal such a wound as well.

Read it as minion tier beings. I can change it to say that allows of equivalent tier can put up resistance.

Edited the line in question. It's not supposed to be easy to resist though so I reflected that in the post.
Stronger beings that are not either immune or highly resistant to divine curses/ailments will be afflicted with a rot that slowly saps their strength unless they are healed of it.

You say this simply absorbs magic and adds to your own. Does this mean that you are able to absorb and negate any magical attack directed at you? If that is the case then this needs to be reevaluated to not be an absolute. Negating another person’s attack this way is a subtle form of dismissing their actions/attacks.

Mriswring Armor (high): The Tyrant’s armor is described visually above. Due to advances and the nature of Mriswring a series of interlaced rods within the armor allow for him to draw upon the magic of leylines or any magic that his armor absorbs and use it to enhance his own physical attributes such as strength.
Basically the rods can release magical energy to contribute to the force of his blows or give him a burst or strength in such a way. Further this system also makes the entirety of the body a suitable point for magical discharges.
He can use these points to discharge magical energy stored up in the armor, such can be charged. Like all Mriswring his armor is most effective against magic as a portion of the magic is simply absorbed and then used to increase his own power as he sees fit.
While low level attacks can at times be completely negated or absorbed it is possible to overwhelm the defense that his armor offers with suitable charged attacks or attacks of equal tier that he has not prepared for, though the magical resistance must always be calculatedDropping the spear of durhz, it's not essential in anyway.
