So an MIT student is doing a research project to see whether GIFs are a language. You can vote and contribute here: http://gifgif.media.mit.edu/

The really fun part are the results. He's cataloging which GIFs have been best voted to reflect a particular expression. Which makes them a perfect place to find reaction GIFs.

This is a really cool idea.

GIF's are effectively animated memes, and memes are ideas transferred through a group (e.g. Internet memes are ideas transferred via the Internet). So if you consider a language a system to facilitate the communication ideas then IMO yes, GIFs are a language but based on images rather than sounds.
