Thel'dek, the Pilferer

Biography: Thel'dek wasn't too well-known among his people nor was he exactly a stranger though either, so his kin regarded him with a degree of neutrality at first. Despite this somewhat black-and-white relationship with others, the position he had assumed for himself has recently gained him a reputation amongst his less than savory brethren.

Having developed a natural talent for getting into places he shouldn't go and a knack for taking that which isn't his, Thel'dek earned the moniker of 'Pilferer' by his kin. Recently his pursuits have taken him beyond the cave, and into the illustrious world above...

Possessions: A cape with rough fur trim, a shabby vest, a pair of worn-out pants, and a shortsword with a scabbard.

What kind of technological level are we looking at? Basic medieval fare, or perhaps something a little more advanced?

For most of the world, basic medieval. For the kobolds, less. That said, they would have access to at least some of the surface world's more advanced goods, either through trade, theft, or a bit of both.

I'd like my character to have a mount or pet. Seeing as how we're playing as kobolds, I was thinking either of the reptilian or dinosaurian variety. I'm assuming that this story will be based more on D&D, so would anyone recommend something?

@JDubs Unlikely, probably a vermin mount like a giant spider but usually goblins ride those. Maybe a giant rat? Ooh I like that idea.

This is to be approved by OP, but in my experience, there are rare occurrences where Kobolds ride giant badgers, spiders, and giant lizards. Stronger tribes might use Drakes, Mastiffs or Gricks, though.

As for affiliations, they are all part of the same tribe, which is basically like a cross between being on a team and in a family. Granted, some of our characters are likely distant cousins, given how the population of the tribe is relatively small and in close proximity to each other.
