I don't know if you've noticed yet, but Scouters are useless and do not provide accurate information. They're practically a fool's folly.

With that note, you're free to call the power level values of all characters based on your own judgement.

I don't think so, you have to have your character hear the announcement of course and you also need to decide if he or she was awake or asleep. Should I just make a post with Ivy or should I wait?

I'm just trying to play in-character. Nappa never learned to detect power levels, so he would almost certainly use his scouter.
