EDIT: I haven't read the report in full, merely skimmed for what seemed to be the appropriate information, so I suggest you double-check this is the correct figure. For example, I'm not sure if this figure is total expenditure, or whether it's simply the portion of the ODA spent by CIDA and not the total (say, if they receive funding from other sources and spent that) or whether they went over-budget, or what.

Your information was immediately available, meaning the only reason that you could not do it is sheer laziness. It also called for much more effort on our part in order to find, collate, and present the information. On the other hand, Nargle is looking for a single specific figure, that she's already searched for, and is significantly harder to find.
