*****Warning, may suggest smoking habits*****
So I had this idea and there is no plot, no major details, but a concept that I came up with, I need a really creative person (or 2) to help me come up with further ideas, fill in the pieces and create a plot so we can enjoy such an RP. Here it is.
It is set in the distant future, I don't know how technologically advance (missing piece) but it doesn't change much. Now all the generators, factories, and reactors in the world, running for a LONG time, polluted the Earth and the air is no longer safe to breathe, the Oxygen is at an extreme minimum. The air quality got to a point where most of the citizens were forced into a single large city. The wild life pretty much faded, most of the animals have gone extinct or adapted, but the food chain has grown increasingly smaller.
Medicine on the other hand, is one thing that has advance significantly, cancer is no longer an issue, disease is almost unheard of, but majority of people would disagree where their studies had lead them. Smoking, smoking cigarettes has an instant effect on both the lungs and the body, reason being, lungs instantly send out oxygen to the flow of blood which pumps completely through your body in a matter of seconds.
Current medicine (need name) has been made into a form of oxygen substitute so the air is breathable and it works, but the time till affect is rather long and people can't survive in such an atmosphere off of pills and fluids. Doctors have studied cigarettes and found a solution to the slow timing of their medicine. They found it easy to turn medicine into a burnable solid that creates a vapor which is instantly inhaled, exactly like cigarettes. That was their new solution, creating medical cigarettes, it was easy to convince since everyone wanted a cure so badly. They only problem was with this solution was that everyone needed different doses, the medicine did it's job, but for different people it could last longer or shorter, forcing people to take more or less a day depending on their body duration of the medicine. That wasn't the only problem, a lot of peoples bodies were not accepting the medicine, so they had to make different versions of the same thing (ex: "medicine name" A-2). People could only take what their body would accept but others could take any of them or only a select few.
That is my concept idea, it turns smoking into a permanent lifestyle, forcing a new way of life. Creating issues for someone who runs out of their doses or lighter fluid but also making life easier for others, the cigarettes cheaper than pills, (production cost is a low) giving them more money to play with. Now I need someone to help me out and fill the blanks and come up with a plot that suits this, I really wanna use it.

1-Government forces changes in the production causing issues in society (needs work)
2-There is a small city under water that holds natural air before the pollution through photosynthesis of both water plants and land plants. The city is hidden by the government for no one to know but those in it. Our characters stumble across the secret and venture out for it.
3-I have no idea...terrorist maybe
I put the warning at the top, I like to be open minded and see things through the eyes of others and that was one instance that I saw, someone would get hooked on the idea and start smoking for some reason.
Anyways, please consider, no genre yet, prefer to at least have action of sorts, no romance please, maybe like friends with crush on each other but I don't want anything deep, could also just be 2 pals livin their life, whatever.
