The Universe Doesn’t care- The Doctor has lost Rose to a parallel world twice. He knows he will never see her again. But when the human Doctor dies and Rose is left alone, she misses him and hopes to find a way back to the Doctor she left behind.
When Rose finds the Doctor again, Hes not the same and isn't happy and thinks the universe doesn't care.
