Ok send him to admin, say it did suppress the insane side just for a while so that for the first few times he gets upset, nothing happens until he randomly goes crazy again. Or if you want to go along with the rules, he didn't do anything WRONG per se, so there's no real reason to send him there. Let his condition simmer with the other students. He doesn't know he went crazy so let him stay. If he actually HURTS someone then send him off.
