Well it seems as if the Administrators have some Mandate they've set or had set for them though what it is remains a mystery to me.
Killing an inmate is a poor method of control and a waste of a subject for their purposes.
Punishing Penny is equally difficult because when you punish her then she knows she's getting to you.
Think of her as a lonely kid who'll do anything for attention from adults, an whether that attention is negative or positive isn't important to her
Penny is Smart, Rebellious, Creative, Fearless and Energetic.
Very little escapes her attention and the peers appointed over her might as well have the same targets painted on them as the administrators. She knows they were granted power simply because they conformed in some manner which to her means they surrendered.
If Penny could be focused into a direction without her knowing it or by leverage she'd become a force to be reckoned with
How all this could be accomplished is difficult to say.
Penny has no Family anymore to threaten and she has no friends either

This is a major problem! There is no controlling her. No way to disciplin her! No way to use her!

Difficult but she'd be forced to engage more and more of her creativity till she might reach her limit or give the observers something new each day to study.
I mean think of the level of IQ she's already shown and she's not even in the smart group.
Who knows exposure to the others might level her out or she might form friendships, hell as much as she was toying with Liz she was actually being nice at the same time. Heck she even told Liz she had balls an not to sell herself short.

If this Girl could be slowly tamed and brought to see that the Administrators had nothing to do with the loss of her parents and were even a bit sympathic to her then Penny would (pardon the pun) shine.

Now of course she'd need to be watched like a hawk or she will escape, no she'll eventually escape anyway.

Bring her in and knock her out then install a short range internal tracker in her that would help retrieve her when she does escape. But it'll need to look like a normal procedure

Im sorry there is no way that I can compete with her IQ. As for the rest I don't have the luxury of slowly taming her. Her craziness is only going to spread. The others will see the Administration ignoring her as a reason to act out themselves. Every time she challenges them and isn't punished it just shows how ineffective they are.

As I said no ideas without vulgarity. The easiet way would be to break her mind and as described right now I can see many ways of doing so. I would say the easiest to pursue would he solitary confinement where she can't get attention. A padded room, have her strapped to a table so she can't harm herself, her mouth have a oiece in it so she can't bite her tongue or speak and she'll he fed through a tube and cleaned by nurses. She'd be broken in days most likely.

My my, I think I may he a sadist if that's my first idea. However nevertheless it'd be effective given her social profile. Rip the jaws from the beast and it can't bite. After countless tries in viewing the impossible the beast stops trying to bite altogether. I can hage Eryx suggest this if the administration had a single person ask him. Her offering to betray them he'd gladly throw her under the bus and break her.
