I think keeping him as "the criminal Batman" motif is important, as are all of the gadgets and watnot. Maybe make him a former contract killer in the vein of Black Spider?

Like Gowi said, it's probably just simply a matter of making him the "Anti-Batman" he was originally concieved as. So contract killer with gadgets and toys and a Mothcave or something, at least to start with.
