Well, when the entirety of the EDB chooses to ally with Shinji, who allys with the Tier Five, andchooses to use them to protect teh Tier Five, it does complicate things.

Anyone that would allow for the Tier Five's tyranny to spread, yes. But they will be remembered as the stepping stones to a greater Existence.
