When you are at a restaurant... yes, actually, pretty uncommon... tis either beer, stronger alcohols such as wines or whisky, sodas... plain fruit juices... but about 30% of people do just get water.

It just means whether the percent of people who order water is higher than the percent of people who order any other particular drink. Nothing all that complex. But sure, I may be able to show you some of the worlds I visit.
