I'd rather let him explain his story, i'm only here to talk heaven mechanics stuff when relevant. But usually somebody who didn't naturally develop a soul on birth or creation and had to build it themselves. And in the end there are many ways to get one, because there is a common misconception throughout God's multiverse, that soulless beings seize to exist after death... it is not true, but that is how most sentient beings seem to think...

Yes dear Prism. Almost every entity that exerts a significant role in creation, be it for the good or for the bad, is a form of consciousness, and that consciousness, especially if sentient, has several layers of after-life matrix of sorts, a ghost, if you will, a memory imprint within said realm, which then proceeds to be evaluated by The Lord and either left in that universe or invited here or sent in other places, respective of their effects on the scales of karma.

Well Terrans call it Karma so i figured it'll be easier for you to associate, but yes, it is actually called the wheel of life. A being commences existence as a cellular creature, then keeps on going through many phases of existence until it grows a soul and full sentience, then it is slotted to incarnate mostly in sentient beings. But at the moment of becoming self-aware, reincarnation becomes optional and only needed for further growth of one's spiritual power.
