If we punch him when he uses it, the effect will happen a split second after the save point that he's reverted to. Then he can just go back to the save point.

It pretty much means control. An example. If there is someone who can do many elemental magic or has many abilities with elements, and they go against another being who has control over....say, fire. The person who has control over just fire has a higher "priority", or control, over fire.

This, but I think she may be referring to absolute priority instead of just diminishing returns on control. Guardians, who are the best of the best in their ability, can't have anything wrench their control away. For example, if Techi wants to move an electron, good luck using some other electrical control to stop that, because it's not going to work.

Priority in this case means that you have better control over something than someone else. Guardians of an ability have absolute priority, which means that they have absolute control--that is, no one can supersede them, at all.

Higher priority usually goes to the one trick pony. A jack of all trades in abilities won't have much priority.
