-Soren- Not necessarily. There's a lot of aware dimensions which had races all over the universe that were all in contact with each other. Maybe it's that the more people you have, the more likely you are to get enough Tier Fours for awareness, or something like that? That last part is entirely conjecture, so don't take my word for it. I know nothing about how a universe actually becomes aware.
