"Turn it off." But yeah, though it doesn't happen often. It takes more effort to do that than to "leave it on" though, since it's something I've done for almost my whole life. Not used to it being "off".

The area of effect is just whatever I choose. Typically not, but sometimes I do things like speed up the evaporation of water in case they get wet or something. That's one of the best things, because I hate when my clothes get soaked.
