I wouldn't be so paranoid. Requests for Council were a common practice even back on our Earth. It's generally not accepted to fudge the format, or for that matter, tamper with them. Especially once they're sealed.

We don't, but I don't think we have anything to go off of except for his word. He seemed helpful enough, and that might be the most help we see for a while. I don't know how else to go about this aside from blind trust and my own gut instinct.
