The first requires no sentient actor but can invariably only destroy in the ways I give it, and the second requires a sentient actor with at least slight Realmatic Capabilities to choose what effects to produce.

It is certainly weighted heavily toward Tier Fours, but all Tiers are subject to the regulation. If Tier Three or below is found to be in violation, correction is intended to be discreet.
