The goal of a System change has been in the works prior to the Tier Five collapse, though the means have been developed and refined over time. You see, the Tier System was built on top of the Nobility System, preventing it from ever becoming completely stable, and required regular upkeep.

I’ve learned many lessons from poor past experiences. Besides, if I don’t claim it, who was going to claim the IA? If someone with less than noble intentions got to it first, it could have ended the whole thing swiftly.
