No. They are not. Though they are made if the same subcomponents, and can both be changed into one another, they are not the same in my eyes.

You're mixing up causation and correlation. What evidence do you have that the Tier System didn't maintain order better than you, or even that order truly exists? How do you know it's better than chaos, and how do you know that what you call order truly is order?
