The Rasenshuriken is among the strongest wind techniques there is, but you can make a form of it with each release nature, to varying effect. Technically you could make it stronger by combining it with a Tailed Beast Bomb, which we'll be covering later. But yes, in general, the Rasenshuriken is the strongest form of the Rasengan.

Let's start with you learning how to get it finished, since it's very difficult to use without assistance. The creator of the technique likened it to looking left and right at the same time.

The rotation and natural traits of the rasengan will allow the rasenshuriken to keep its shape, and it requires very little chakra to keep it going once it's formed. Practice. It's just that it's going to be really easy to practice once you have endless chakra and the ability to make hundreds of shadow clones.
