IA pirates are mostly resource hunters, but they go places they owned by others to pull valuable materials from planets and lands they don't own. They also do tend to fight each other, which can get dangerous when near an inhabited planet.

Scavengers and miners without licenses, in a nutshell. There do exist some that actually do plunder and raid, but those are much rarer and exist mostly in fringe colonial space.
