Possibly, I have not really been to a place where the citizens could have abilities so they may regulate the type that can or cannot be used. If at all.

It's an open market. The IA is stretched thin by "Tier 4" leadership and such, but most average people don't actually have the ability to travel between dimensions. There's always openings for cross-dimensional couriership and stuff.
