The Codex called council, since all are free from respective Triggers (considering Triggers no longer exist) in order to deal with the threat of Baphumet. They determined that if the relative power the Codex had was to be ranked into categories, Baphumet would be ranked S, Accelerator, Ma'at, and some others would be ranked A, and others would be ranked B-F. In order to destroy Baphumet before she became a hostile threat (her goal is to kill every Codex, and steal what essentially makes a Codex a Codex from them—her reasons have not been revealed), they determined that they would have to be in another Codex to the level that Baphumet is at. Because Codex could gain stronger by training, and especially when destroying other Codex, they set up a system to do essentially what Baphumet is doing in order to advance Accelerator to rank S. This system converts entire minor/path universes, as well as every life in them into a being known as a Psuedo-Codex, which is not truly a Codex, but is similar enough in structure, with physics based abilities (example of one being Isis, made from Ma'at's DNA), that Accelerator kills to become stronger. Once about twenty thousand pseudo-Codex are destroyed, Accelerator would be considered strong enough to defeat Baphumet alone. Some don't like this plan and want to stop it, but pretty much nobody is really taking action other than Ma'at, and her hatred of Accelerator just makes her want to stop him more. Unless I'm missing something, that's most events in the world of the Codex lately.
And yes, I'm aware that a fourth of this is similar to Raildex; it was a great idea that inspired some plot points. Sue me.
