Quickest ways are just to buy them (ew) or do quest and event missions. Most reliable long-term way is to get them from daily logins or other rewards.

Once you do get to that level though, then there is some thought and a little bit of strategy that goes into winning. Just having the characters doesn't guarantee victory.
