Haha, since never, unfortunately. I keep up heavily with the show and that was one factoid that hinted that Kakarot would be perfecting the form somewhat soon, and that they'll release the Awakening with it. I would consider trying to get into it, but I feel that it's too late.

That does make sense, now that i think about it. The first appearance of the form didn't give much content for the super attack animation either. It all makes sense. I think that it is possible to stack super saiyan forms on it, because nothing so far has said that couldn't be done.
It's not really too late. There's just a lot of game there to do that you won't be able to do out of the gate, and you'd have to know which events you could/could not do. And patience. You need loads and loads of patience. The next best time to start will be right around whenever the Global version gets the Gogeta/Janemba dual dokkan fest.

It may be, but Whis also hinted that there could be a point where they can access all of their ssj power in base (although I'd rather that not happen). Though it still doesn't make much sense to me why UI seemed to offer a power boost when the description is just regarding evasion and other forms of movement.
Also notice that it's "Ultra Instinct Omen," showing that as an omen, it may only be a small window into what it will be in the future.

That may have been hinted at, but I doubt it will happen because of how MARKETABLE the ssj forms are. As for UI, maybe it includes instinctual usage of their ki, which, for saiyans at the very least, should allow them a similar level of improvement to power as well as reflexes. Only a guess though.
Sorry, a dokkan festival is what dokkan does every 2-3 weeks, where they release a new banner for players to pull cards on, which features the newest stuff and a varying selection of a lot of the best cards in the game. A dual fest is where they release two of them at the same time, and always includes huge login events and other bonuses where large amounts of free dragon stones are made available to the playerbase, as well as discounted and do 3/get 1 free summons on both of the banners.

You're right, it is. Extremely strong. But it may be balanced by the need to learn how to effectively stack UI with SSJ.

Nah, they're just things you gather through logins and completing stages for the first time, as well as some missions. Spend 5 for a single character summon or 50 for a summon of a set of 10 characters, unless the banner has discounted multi summons, in which case they can be anywhere from 25-40 per 10. Dragon Balls are actually gathered from quest stages and used to make wishes from a redetermined set of wishes.

It's not a good game, and you're gonna have to wait for the end of the tourney proper to see any real improvement with UI. It's nature makes it nearly impossible to improve with, so he's gonna need training with Whis which obviously can't happen until the battle royal ends.
