While Net Neutrality is its own debate, that's not what was going under review. What was being reviewed was the revocation of Title II. Title II effectively transferred power over the internet from the FTC to the FCC and therefore the control of the behavior of ISPs. The FTC takes a more trust-busty approach than the FCC, which takes a "we'll monitor everything you do to make sure the ISPs are treating you fairly." Title II greatly expanded the government's power over the internet because the reach of the FCC is much longer than the FTC—the FCC was given power to do just about whatever they wanted, but they promised they would only use the bill to enforce the large umbrella of "net neutrality." So there's no guarantee that the FCC wouldn't in a few years begin snooping and recording everyone's internet activity under the guise of "keeping the internet neutral." Title II was a privacy nightmare and revoking it was a good thing—it would have led to not only the continuation of the ISP monopolies, but also the government sticking its hand in the pot too.
