Not entirely, its complicated. She basically reverse aged due to some event i cant recall atm. Shes a suicidal, maniacal murdering individual. But she can also be nice ot you if you are nice back.

Not really feasible for shinji, unless he uses alternative methods. She used to be kidn when she was younger, then one of our villains tortured her and reduced her to where she is now. Shes gotan interesting ability I cannot explain. Legendbegins can explain it better than i.

You're both right in a sense. One of Misty's abilities is perfect self-age manipulation. Whereas most age manipulation is "look how much older/younger I am now even on a physical level!," Misty's is her becoming another age with absolutely no differences other than more memories than someone at that age can have. She was driven insane by spending her first seven years of life with an absolute maniac and helped Shinji out, deciding on a whim to take a picture with him in an incriminating pose. She kept it concealed until recently in order to try to ruin his life.
