But it was evil because they worded it in a way where it sounded like the people who spoke Chinese was evenly distributed. There wasn't enough information to answer that question.

It was evil because the only reason it wasn't 18 was because the 10% referred to the people. It sounded like they genuinely wanted you to choode 18.
