They're both original pieces by John Williams. The original is the low, ominous theme used for Emperor Palpatine. The second is a cheerful re-orchestration with children singing and gungan drums and shit -- but it's the same theme, because it's the same character (then-newly-elected Chancellor Palpatine). It's like corruption in reverse. A brooding, terrible evil, masquerading as the people's savior, and everybody falls for it -- even me and I'm guessing like everyone else who saw the movie. It's brilliant and complex, and of course Lucas had almost nothing to do with it -- I mean we all know that John Williams is a genius, and always has been.
