And so began another fruitful year. The land of Edoniras was seeing its most plentiful fields, though if this maintained it's level until the summer harvest was yet to be seen. Meanwhile in the cities the smog filled cities and industrial estates continue to to pump out their noxious fumes as the poor go to work in the huge factories that many wish that they owned. Despite these scenes in the nations there was a remote building on the very most western point of Edoniras that had been awake for hours. Men with small glasses and smooth hands slowly put the finishing touches to the maps they had been working on for hours now, the more grand ones had been a few days work alone. With each of these maps was attached a letter. The letter was a short one that addressed every receiver and meant that the men of the Cartographers Guild had time to work more fully on the maps. However now that they were done it was the final act of handing the very important packages off to a courier service before they could finally relax and take pride in what they had done. They had finally mapped the New World.

Settling the rabble:

The Ministers meet quickly to draw up plans and figure out what the protestors want from the government. They realise money may soon slip through their fingers..

Subsidies and taxation

In order to grow its economy further, the government has set aside 10 billion to subsidize heavy industry, 5 billion to subsidize farming and 5 billion to subsidise mineral production. The government has given the Empire Trading Company (Empowered Company) 5 billion in funds, hoping that the higher profits will encourage the company to expand further... And given the massive amount of funds, hopefully a lot of expansion

The peoples package

To help settle the people, a sum of 100 per head has been given to the people. (Resulting in a loss of 850 million)

"Ladies and Gentlemen, men and women" The spokes person said, as he read off the page "I am honoured to inform you that your great service to the nation, is appreciated by Her Majesty's government. To show their gratitude, they have returned to each of you, one hundred coin. Consider it, a tax rebate. The coin shall be delivered by hand, by members of Her Majesty's tax collectors..." He paused before continuing, and it was clear who he was talking to when he cast a glance to the town squares resident pick pocket, who had been in and out of jail several times over the last decade "... Who will be accompanied by members of the City Watch..."

The Kaiser looked over the new map presented to him by the cartographers guild. A new world, new avenues of expansion.

"Give my thanks to the Cartographers guild, present them with 100 million in Lancian Gold Coins." spoke Kaiser Gabriel. While it wasnt obvious who he spoke to several people scurried off, carrying caskets full of gold coins. The Kaiser looked at the map for a moment, as he set it down at a table full of his advisers. The table was a simple brown one, but it was perfect for what it was. He pointed to the west coast.

"We settle here! I want a fleet outfitted and launched today! Two barques and two brigs, as well as a Air-Transport. It shall be outfitted with 600 colonists and a 1000 Regulars, as well as food and farm supplies, including animals. It should have some gold as well, along with timber for buildings. It is time the Reich expanded once more." spoke the Kaiser

More people hurried off, as it seemed they knew who the Kaiser wanted to do what.

"Now... With that matter settled I want 20b set aside for subsiding living costs for large families, hopefully we can get some decent population growth going. 10b should be set aside to help farmers expand farms and introduce new inventions. I want another 30b set aside for expanding industry and the economy. The remainder should be set aside for the colonies. Any objections?" spoke the Kaiser. "And see to it that the Cartographers guild is properly compensated."

"Wonderful!" Exclaimed Jade Sigfrid Halvar, hunched over a map alongside multiple advisers. "We must compensate them for their efforts! Send one billion Fryas!"

His aides looked at him in shock at the extravagant amount, their mouths dropping open. He gave them a stern look, making it clear he meant what he had said. One of them immediately went off to prepare the gift, while the others tried to ignore the whole thing. Sigfrid stood up, taking his sword out of it's sheath. Pointing it at the new map, he continued speaking.

"We will send two colony fleets out, the first will settle the peninsula and the island. The third will go into the gulf and settle out base of operations on this new continent; Kwedolobhakalleny!"

"I believe that the names of our cities may be getting a bit too long..." Said another aide jokingly.

"Tradition is tradition!" Responded Sigfrid in an equally jovial manner, which soon gave way to a more serious tone. "The first fleet will be composed of three brigs, two barques, and a frigate, carrying 1,000 colonists, food for a year, assorted livestock and seeds, construction equipment, farming implements, 200 thousand Frya, and four hundred recruits. The second fleet will be composed of two barques, one frigate, and one brig. It will carry 500 colonists, food for a year, assorted livestock and seeds, construction equipment, farming implements, 100 thousand Frya, and two hundred recruits. One brig and one barque will remain at each colony."

"Understood!" Said his Chief Organizer. "Is that all?"

"No, we will be holding parties in all cities to celebrate the workers of Vanjana. They live in miserable conditions, yet form the backbone of our society. The least we can do for them is to celebrate their deeds in the same way other nations celebrate the deeds of their soldiers. You have twenty billion Fryas to carry out this task."

"Yes, Jade!" Said everyone in unison. They ran off to see to their tasks.

Kwedolobhakalle, Capital Square
"That seems a bit... excessive, Jade."

Sigfrid and one of his closest advisers were meeting in the capital's square, which functioned as a community garden. As such, people from all walks of life ended up talking to each other. In fact, right next to the two was a man wearing the simplest clothes money could buy speaking to a woman wearing an elegant green dress, both of them holding potted plants. In most free market states this would never be seen, but Vanjana's history made it possible. Being a nation made up of of immigrants and refugees, all with differing views, tolerance was somewhat necessary to survive.

The garden was beautiful from the plants grown by so many people. Merchants were encouraged to stop by and plant something from their homeland, resulting in many exotic plants in the garden. It was something that the people of Vanjana were the most proud of, everyone in the nation had seen it, either in person or as a painting. It was considered a monument to cooperation, held as proof that people could get along despite their differences.

"Well, we need a large fleet to transport colonists and supplies between the continents." Responded Sigfrid

The two stopped, and his adviser continued.

"Isn't ten a bit excessive, though? It seems like the money could go to better places. Like gold plating for our defensive walls."

"You just suggested putting gold plating on our defensive walls."

"Good point, Jade." Said his adviser, sighing. "I'll tell them to get on it."

"Thank you, now, I request that you find someone to fix up the situation room. I believe it will be getting visitors soon." He handed her a piece of paper, containing the planned arrangement for the furniture in the situation room.

"Yes, m'lord." She said, leaving the square in haste to carry out his orders.

Staying behind, Sigfrid decided to take in the beauty of the square. Even with all of the exotic plants, he still managed to catch a scene within his sight. The same couple from before, the woman handed the man an ornate letter. They parted, waving to each other happily. Sigfrid smiled, knowing what that letter said. He left proud to be the leader of a nation where love between established classes wasn't even frowned upon. Vanjana might not have military might, it might not have the highest GDP, and protests might be occurring, but they were still probably the most equal in terms of social standing.

Now that's something to be proud of! He thought.

Letter to the Holy Kovalkan Empire

To her Divine Majesty Aleksa IV
It has come to the attention of the Corustarian Parliament that your people are in full revolt, and as such your economy has failed to generate any profit. We believe a mutually beneficial agreement can be reached.
Your economy is, like our own, state controlled. This is preventing the operations of the Empire Trading Company, which as you know has the backing of the Crown and a Royal Charter.
Our proposal is thus: The Crown will assist you monetarily so that you can afford to subdue the rebels. In return, the Empire Trading Company shall receive permission to buy shares, set up businesses and operate within your country and your economy. In addition, the Corustarian Government shall be given 10% shares in the Anvil, and granted the authority to invest further in your businesses at a later date. Should you rescind this authority at a later date, a compensation charge of 10 billion shall be paid.
If required, the Corustarian government offers to supply a small contingent of soldiers to your command for assistance in putting down the rebellion for a measly sum of one billion when affordable.
We would also like to open trade with you once your socio-stability is restored. Given that we are the two dominanting naval powers, we believe it would be better for us to be on good terms rather than be hostile to each other.

The Companies Act 1700

By authority of the Crown, the Empire Trading Company (Hereafter referred to as the ETC) shall be granted the authority to raise and sustain and armed forces of up to Fourty Thousand (40,000) which may be recruited from any source the ETC see's fit (Including Gaols, Native populations of the new world, etc but excluding the current Corustarian armed forces), Thirty (30) Sea faring vessels, twenty (20) Air Faring vessels, to be taken to the colonies for the defense of all colonial realms and engagement in colonial wars if required. Should the ETC be judged as being responsible with these forces in the future, then the cap will be raised
In addition, the Empire Trading Company will be granted further autonomy and the authority to set up and sustain colonies as it so desires (To be flown under the Corustarian flag and be in service of the Crown), and engage in Colonial Wars on behalf of the crown
With these new powers will also come a new range of responsibilities. The ETC must be responsible in the declaration of wars. In addition, they mist not exceed the limits imposed on them without permission. In addition, they have a responsibility to administer her majesty's law within any colonies they set up and administer, and are responsible for the well being of colonists in any colonies established by the ETC. They are expected to operate with respect to her majesty's government, and will be expected to establish colonies on the new world for the crown in order to expand its lustre.
In addition, two more ETC boardsmen shall be appointed to the house of lords and the ETC chairmen shall be appointed to the newly established Colonial Commission, so that they may help decide and protect their colonial plans.
AMENDMENT ONE: On advice from Lord Pendleton, we hereby declare that the ETC forces may also be used in the old world
AMENDMENT TWO: On advice from Lord Asquith, we hereby declare that the ETC has the authority to place and pay bounty hunters to hunt down individuals. Previously, only the City Watch had this authority

Mercenaries Act 1700

For the convenience of the Empire Trading Company (Here after referred to as the ETC) in their recruitment under the Companies Act 1700, the mercenaries act 1668, forbidding the hiring of mercenaries, has been repealed. As such mercenary action has been legalised.
It shall be replaced with the Mercenaries Act 1700, allowing the hiring of mercenaries. Unless specified by another act, mercenaries may be recruited by any individual or business, who are allowed to hire up to 100 mercenaries.
The Government shall establish "The Mercenaries Guild", which shall provide a source of confirmed quality mercenaries, recruited from Ex-Servicemen from the armed forces or City Watch. They may then be hired out by any organisation or individual willing to pay the price. The income shall be used to pay the mercenaries wages and the remaining money sent to the crown.

The Marchlands Act 1700

The Easterlands/Westerlands colonies shall inhabit an island to be called the Marchlands. Their de jure claim shall be to half the island each. Native populations shall be negotiated with and NOT removed from the land without the crowns permission. If possible, the natives will be offered Corustarian citizenship, however this is to be done tentatively to avoid offence and souring relations.

The Crown may be interested in acquiring some of these vessels, obviously at a slightly reduced price due to their condition. We are particularly interested in the acquisition of Galleys, and have an interest in acquiring Frigates
Would the Mountaintop kingdom be interested in turning several of these vessels over to the Crown? If so, in what quantity and at what proposed price?

The Prince gazed out the narrow window, the sight yonder being a strange charm. Past the Prince's Gardens, Orest saw a thin, winding path made of gravel, all leading up to the Lady's Gardens, from which the road merged with a bigger one. A gleaming man armed with a javelin stood in the day, and it was a beautiful sight. Above Orest also was a statue, The Prince's Guardian. Mayhaps the same height as the Lady's Guardian, but nontheless also strong, armed with an axe. Both of them stood, grimly looking upon each other, as if silently communicating, exchanging a sullen conversation, throwing unsaid word to and fro. Below the hills littered with flowers, a bustling city lived. Traders showcased their wares, City Watch men conversed with each other, and the restaurants, the taverns, the bars, all served.

The Prince remembered now, many years ago how he ventured with his father along the quay, enjoyed the soothing, refreshing breeze as the gentle morning faded, and the busy afternoon shone. He was thankful, to be rid of the life when he hovered from riches to poverty, where he could almost feast with the kings, then be swallowing scraps as a serf. It hurt his heart to relive the memories of hardship, but he was thankful to Vilynda the most. She had been most dear to his heart, and when her family died, he had helped her overcome the sorrow. And in turn for his love, she had made him a Prince. It was an unexpected turn of events, but the Dendorine lord had been somewhat happy, and the Peresynnian fellow smiled and nodded.

He wasn't rushing to Fys Dendoro, nor Trylas Peres. He wished for the year to be long as a Corustarian snake. The thoughts made him come back to reality. He looked over the table. A mound of various reports sat upon his desk, inviting him for another agonizing hour of work. Very well, he thought. Let us begin.

He had seldom strolled through matters with any advisors. These were purely confidential, he could trust it only to himself. He needed to make a well presentation to the Dendorines, and the Peresynnians. He did not worry about Vilynda, he was always happy to know she was his eternal supporter, and he always thought they have similar thoughts.

The new map would be pleasant news to all. House of Dendorine, House of Peresynnian, and House of Anromytan all would want a colony for themselves. Judging by Lord Byral's fierce conservatism, he wouldn't wish to have a factory in his colony. Lord Cleuer is completely the opposite - The man yearns for gain, he aligns himself with powerful companies and receives massive amounts of money from trading ventures, he has been known to fund the Cartographer's Guild afore, he'll devote 250,000,000 Celestial Dimes, with ease.. Lady Anromytan would also start building factories in her colony. Yes, it seems I am done.
