Yep, that's basically the gist, but don't worry, special, simple events to make more perk points hhhappen a lot, so you won't be short on them, most of the time. For now, I am allowing players to use as many perk points as they want, as long as they don't go overboard. I'll give out perk points as the RP progresses too.

10, may reach even a 150 if they are dedicated to using their skills, but not such a fan of leveling up, as in, they want to first farm the class and then the level.
25, can reach 200 more easily, but starting from there, things get rougher, A LOT.
50, if they spend lots of time out hunting, they may reach 250, if they are the kind of guy who prefers to play rather than sleep, maybe can reach 300.
80 range from 300-350. No-lifes can reach 400.
