True that, Nilrem is still getting used to his new position, so he is still having trouble when it comes to thinking of spending assets.

That's a problem the High Council will have to solve. Remember you guys are literally in charge of all aspects of the government. If there is a law or procedure you want in place try and get it enacted. Or just do it and see what happens.

I've separated the cities financials from the players. Because we now have 6 players the old way would give the city 30! assets to play with each year. Now I'm reducing that to 0. Yep, the city is broke. Pressure your fellow councilors into picking up some of the city bills for now. But from the looks of things, industry is on the upswing, and if some legislation is passed Dakhens citizens could be back to work pretty soon. Then you can talk taxes.

Kathy is putting one towards energy this season, im paying 1 for militia. So we need 3 more... someone bring up our bills and glare until people pitch in.

If it passes, we can figure out financing after the season tick and I have a possibly clever idea

In the meantime, what to do about this vote? We are at a tie, 2 in favor (plus the proposer) and 2 against. Hmm.

Should I assume that when High Council is oddly numbered it is a simple majority to pass a law? When an even number, the councilor who put forth the vote may not vote for or against? I think that's pretty straightforward.

Here's a rough draft for the WOL law:

WOL

The Workers League Act of 3901

Men over the age of 16 shall be eligable for enrollment in the Workers League-A nationalized union of skilled/unskilled laborers dedicated to bolstering the economic and industrial infrastructure of the city. Enrollment is mandatory voluntary.

The WOL shall garrison groups of no more than 200 men at designated spots (I'm assuming picked by the industry captains of the city? i.e. The nobles) around the city wherein they shall set to work building farms, factories and any infrastructue as deemed appropriate by the aforementioned authorities. The High Council shall have executive powers of veto in project designation.

The WOL shall provide:

• two meals a day for every WOL member, except every seventh day where a third meal containing meat shall be provided


• A sleeping cot, and WOL uniforms


• Minor medical attention not requiring surgery or sorcerous procedures shall be provided


• Clothing shall be provided


• one day, or 12 days per season of rest


• A minimum of a 12 hour work day

A regimental system of organization shall be mandatory for each garrision. 'Commanders' shall be responsible for performance of their respective garrisons. WOL workers shall be eligable for positions of leadership only below that of Commander- which will be appointed by (the High Council?) A quota of production will be maintained by each garrison.

The details are mostly for fluff. The law itself will definitely have an affect on the city. Feel free to change any wording/organization etc.
