There's a theory that the pokeball belongs to a dead pokemon and the item is whatever they were holding when they died.

Since it was possible?

I think they changed this in recent generations but I know way-back-when it was possible to make Pokemon hold pokeballs and TM's and really any item. Good for trading items.

You can give it to them to hold so they can use it in battle.

Well, they actually can't use potions in battle; only berries and other organic things.

I believe the logic behind it was that Pokemon don't know how to use man-made items.

I just assumed since they could hold them
whatever I just force feed them from my own inventory
