Going to add this to the OP for future reference, but there's an actual organization called the Black Hand. That is so cool and horrifying. At least I don't live within an hour of Toronto anymore.

Depends on the build. Weaker end of things it could be a Mercury. On the stronger end, it's essentially a physics breaking power which definitely puts it in the Saturn realm.

Wei-Ran is 5'9 ft tall, slim built, and 82 KG, his complexion is fair, has white hair,and brown eyes. He is mostly seen sporting black and white clothing.

Vector Manipulation
Controlling both direction and magnitude as well as influence objects that have vectors such as bullets, and electricity. Limited due to sustaining problems as well as certain side effects and as a result, Wei-Ran​'s hair turned white and body being physically weak.

| LIMITATIONS: |

His reflection can't take more to what it can chew. He has to make sure it is off and used wisely otherwise he will face the bad side effects such as depriving himself from oxygen and receiving the sunlight to activate vitamin D otherwise he will be receiving severe malnutrition. He can't use his reflection instantaneously. He has to maintain it and he can only maintain it for 2 minutes maximum. Vector Telekinesis is limited through physical contact only. In other words he must touch an object to send it as a projectile, he can't do it through the mind. Even his range is limited to 10 meters radius or not.

| WEAKNESSES: |

The reflection is not an absolute defense to begin with. Wei-Ran can only redirect vectors that are coming towards him. Any vector that is hold back or pulled away at that point will render the reflection process severely because the reflector will mistake the flow of that vector and that vector will be used against him, towards him. Even consecutive feints and raw attacks cancel it out. Speedster are the worst enemy for they will ensure high momentum and velocity of breaking the reflection. He also can't redirect those that doesn't have any vector such alien-like objects or things that are unexplained. "Pulling back a punch, feint and attack from a different direction." His projectile of range throwing is 10 meters only.

Lastly, he is extremely vulnerable during the mind hacking process to the point he can't use his abilities and allows him an opening to killed at sight.

| APPLICATIONS: |

Vector Reflection
A sub ability that comes with the power itself. Reverse any oncoming vector towards Wei-Ran, he repels it. It is the most basic defense mechanism Wei-Ran has in his arsenal. Vectors like light, gravity, and sound can be repelled if he so desires. He mainly repels sound vectors to save him from listening to people's constant nagging.

He also has vector telekinesis which requires physical contact only and allows him to throw projectiles from a distance.

Last but not least mind hacking. Allows Wei-Ran to redirect bio-electricity from the human body and rewrite personality and memory.

Yes, he can type 150 words per minute.

| SKILLS: |

Marksmanship. Wei-Ran learned how to use a gun when realized that he can't rely on his abilities because of his limits. He is efficiently precised and likes using magnum.

Computer Knowledge. He knows a lot about computers and would so hack, create and add software, security etc.

Pianist. Educational stuff aside, he has been playing the piano since he was 8.

Scientific and Mathematical Knowledge. For a vector user like him. It is a must and it enables him to understand more about his abilities and he learned about mixing chemicals and how to use this knowledge for certain applications.

| EQUIPMENT: |

Power Stabilizer. A choker style one in disguise, designed and created by S.H.I.F.T; this helps him better control his powers. It even has a fail-safe; control from the outside unit and can be hacked by his organization itself. This is the one that neutralizes his abilities to some degree as well as the one that gives the 15 minute limit.
Knife.
Magnum Gun.
Non lethal and lethal tranquilizers and tasers.

| BACKSTORY: |

Wei-Ran like his name of origin is from China, he used to live in the capital and ever since he got his powers, he couldn't control it and much to his liking he seemingly abused his powers and did whatever he pleases. S.H.I.F.T on the other hand can't have that, he was taken in custody by the organization itself and it is by then his life is put on the track of finding his own path. He still prefers to do things solo due to the applications of his abilities.

The trajectory of A,B, and C are respectively in a triangular formation based on the smoke secreted in the air. At this rate, drastic measures and contingency planning applies but not for a Vector Master like me! I can do it all! If I just redirect these fire-hydrants with my vector reflection accordingly and manipulate the flow of the water, it is easier said than done. I'm like a SUPER FIREMAN ALRIGHT! All in the days work I say.

I guess it is too exaggerating for me to continuously praise myself. Even my comrades deserves some credit in this mission, I can't take it all myself and that would be too narcissistic. As the mission is accomplished, I walk towards HQ and reported it through my phone; "SUPAH HOT FIYA Mission got watered is a success! I couldn't have done it without your guidance Agent S.H.I.F.T Girl." And that's how I show my gratitude, pretty hilarious don't you think?

Vector Manipulation is a wonderful ability but it also has its consequences, in-verse RP/IC or how is it used etc. Therefore putting limits caps makes the usage user friendly and practical.

S.H.I.F.T or better yet the GM can decide to turn off the power stabilizer which in return makes the character struggle in certain situations without using powers. Just pure skill and strategy at best to survive! This is also due to plot and convenience.

Marksmanship makes him a ranged fighter and the lack of martial arts balances the character out.

I see. Anyways I got the CS and yes I chose vector manipulation and knowing how strong it is, I did a lot of nerfing.
