Omegas are drifters, they belong to no pack and avoid ones if they cross paths. They dislike Alphas because some have Packs for power and nothing more, other reasons may very. I think -scratches head and nods-

Ex-hunter. Vengeful Wolves took their revenge on him, killed wife and daughter and got turned a Wolf as a punishment. Was hunted by Thule Society afterwards, but made enough tracks to either make them think he was dead or too far away to be worth it. He ended up in his wife's home town, and wanted to retire to a quiet civilian life unknowing of the established wolf pack.

Double the enemies. Double the fun?

Umm... Room for something different?
I was thinking a neutral creature like a golom/Frankenstein like character. Of course not very powerful and on the run from hunters who created him and wolves out for a bite of the construct that killed their ancestors.
All up to you just thinking it would give an interesting mix.
