3) Characteristics: ◾Personality: He believes two things: people who have the power to help others have a duty to do so, which is why he had such a difficult time reconciling what he had been doing in his past with his own values, and why he finally left, he also believes that the best way to survive the hardships of a life dedicated to helping others even at the expense of his own safety and happiness, as well as the horrible things he's done in his past is laughter, he tries to see the positive in life, despite the cynicism his previous life as a criminal taught him ◾Background: Kelly's father was a Huntsman who died in the line of duty, his mother was a librarian who, soon after her husband's death became very sick, Kelly spent most of the family's money on his mother's medical care, he was forced to drop out of combat school and fell in with the Three Bears Gang, he used his combat training to do jobs for them in order to pay for both his mother's medical bills and his own necessities, mostly mid level thug work and bodyguarding, but as he got more skilled he earned a reputation as being willing to do almost anything, and people started calling him the Green Jester, desperation drove him to do things he'd previously considered inconceivable, like murder for hire, espionage, and blackmailing, as he got deeper and deeper into the criminal underworld he kept grappling with his conscience, the final straw for him was being ordered to kidnap a child for ransom, he refused to do it, he managed to kill the thugs sent after the family of the boy he hadn't kidnapped, he used his remaining criminal contacts to get the family new identities, then vanished himself, his mother is still alive, but Kelly has negotiated a deal with Professor Ozpin where he gets accepted into Beacon, and all his earnings for Hunter missions are spent on his mother's medical care, in exchange for evidence in several criminal investigations, he has made it a point since then to cut himself off from his criminal past
4) Combat info: ◾Position/Class: Striker/Rogue ◾Landing strategy: Use a wind round to slow his fall ◾Weapon: Bloody Grin and Broken Laughter, a pair of revolvers with a blade that folds under the barrel on each gun, Bloody Grin is loaded with normal .357 rounds, Broken Laughter is loaded with a variety of Dust rounds, each gun holds eight rounds at a time ◾Semblance: Mind's Eye, with eye contact Kelly can read surface thoughts, with sustained eye contact, longer than thirty seconds, he begins to delve deeper into his target's mind, which causes him to be unable to move other than to remove his gaze from his target to break the connection, he recieves all information the same way the person he's reading thinks, for instance if a person thinks in pictures Mind's Eye gives Kelly his target's thoughts as images, if the target thinks in words, Kelly hears their thoughts, surface thoughts are literally whatever is running through the target's head at that exact moment ◾Fighting style: Fast and brutal, Kelly shoots most enemies, either with bullets or Dust, as necessary, but when he needs to fight at melee range he gets up close and personal with his knives, he uses his Semblance to give himself an edge on individual opponents and aims to end any fight as fast as possible

I'm not really sure why the cylinders on Bloody Grin are a problem, care to explain? Kelly isn't a criminal type as you put it, he used to be a criminal, but he's dedicated himself to being a Huntsman now, I can't really take that out of his backstory without a major overhaul of the character as a whole
the way cylinders on a revolver work is they turn on a spindle to move the next round to the barrel. the rotating mechanism is tied to the hammer, which in double action revolvers is tied to the trigger. having nested cylinders means you would need to have 2 triggers and 2 hammers or else both barrels would have to fire simultaneously. even with that, you have another problem: how are they arranged? are they nested as well? does the smaller hammer cock when you pull back the larger? how about the triggers, are they sid-by-side? one behind the other? how does he avoid pulling both triggers simultaneously? on top of that, they would have to rotate together, or have a secondary rotating mechanism inside the larger of the cylinders, which would increase the number of moving parts (and chances of a jam or malfunction) exponentially. one of the primary advantages of a revolver is that it has so few moving parts, the chance of a jam or malfunction is EXTREMELY low. TL;DR Revolvers are used because of reliability and simplicity, don't fix it if it ain't broken.
I suppose having him be a reformed criminal isn't too bad, as long as he was never convicted of anything.
fair enough, though Bloody Grin has two triggers and two hammers already, it already has more moving parts than a normal revolver because of it's second form, it can separate and shift into a pair of single edged daggers, only one hammer can be pulled back at any one time, the triggers are side by side, but remain in an inactive position flat against the handle of the gun until the corresponding hammer is pulled back, at which point the trigger is moved into a firing position, pulling back either hammer rotates both cylinders, they are set on the same spindle, Bloody Grin is a single action revolver, he needs to pull back a hammer himself in order to fire, having Bloody Grin be double action just wouldn't work, as you said, that would make it too complicated, does that help?
not really, it's still over complicatd for a revolver. why not use two double action revolvers that each have a retractable blade? if you have one weapon that divides, then if you're using the divided form and lose one of the pieces you're pretty much fucked.

3) Characteristics: ◾Personality: Antisocial and unfriendly, Diana avoids human (and Faunus) contact, preferring instead to spend her time alone, a basically good person, she just doesn't trust anyone ◾Background: Diana's life hasn't exactly reinforced her faith in humanity, she was raised in a Vacuoan orphanage, a small awkward girl, she was picked on by the other children, the adults ignored it, and, when she finally ran away, they didn't bother reporting her disappearance to the police. Diana was picked up off the street two years later, at age ten, by a man known as Oliver Laburnum, who gave her a place to stay and got one of the mercenaries he had on his payroll train her to fight, Diana showed no talent for weapons, but she took to Dust handling like a fish to swimming, like she was born with a vial of Dust in her hands. By age twelve Diana had completed her training and built her weapons, it was at this time that Laburnum had her going on her first jobs for him, stealing, sabotage, and espionage were all fairly simple for her with her Semblance and Dust capabilities, and she performed them well, because she owed him for saving her from the streets. When Diana was fifteen Laburnum's jobs finally went too far, he ordered her to kill a Vale Councilman, Diana couldn't kill someone who had never hurt her, so she played along until she and the merc who'd trained her reached Vale, then she froze the man in a block of ice, left him for the police and disappeared.
