| PREMISE: |
During the dawn of the early twentieth century a new species of humanoid emerged. These new humans displayed feats previously thought to be impossible to achieve. The 'Hyperhumans' possessed a unique gene, dubbed the 'Hype-Gene' which upon awakening altered the host's DNA to accomendate the body's increased abilities. As scientific knowledge grew, Hyperhumans and Humans were determined to in fact be two separate species, the Hyperhuman being the next step in humanity's evolutionary chain. By 1938, several specimens had been found by obsessive and fanatical scientists who began researching and experimenting on Hyperhumans. This led to Hyperhumans being quarantined and further experimented on, most notably in Germany where Adolf Hitler used the Hyperhuman scare to push his personal agenda forward, most notably using genocide to cover the horendous experiments happening under his orders. Along with numerous others, suspected Hyperhumans were rounded up into concentration camps and subjected to cruel treatments and inhuman experiments.
In 1945, when the Manhatten Project was unleashed upon Japan, an unseen shockwave would soon be felt around the world. The radiation released by the Atom Bomb permeated through the cells of millions around the world irradiated the genetic material of the current generation. This irradiated genetic material lead to the next generation being born with more active 'Hype-Genes' than ever before. These 'jump-started' 'Hype-Genes' resulting in a spike of Hyperhumans across the globe though with a specific concentration in North America. This incident became known as the 'Era of Hyperhumans' spanning nearly four decades from the late 50's to the mid 90's.
However in 1999, all traces of Hyperhumans mysteriously disappeared. Masked heroes and terrifying criminals were gone seemingly over night and the world returned to a state of relative normalcy. For the city of New Lilith, it was highly regarded as a tragedy. During the late 1930's, the city's underworld had been united and taken over by a Roman Locke who quickly crew his criminal empire and enslaved most of the city. However duing the 'Hyperhuman Era' a group of heroes rose up and toppled the crime lord off his lofty throne. These heroes endeavored to improve the world becoming recognized as national heroes but then, they too simply disappeared.
Now the world has moved past the days of heroes with only a few smiling on it fondly while most are glad to be done with the 'madness'. There are those however who wish to bring the Hyperhumans back, and will stop at nothing in order to replicate the original effects.

Change is in the air. With a new term at New Lilith College Academy right around the corner, many students are gearing up to head back to school while crime seems to be on a steady increase for the first time since the end of the Hyperhuman Era. Meanwhile, a local chemical plant has increased its security recently, enlisting a full escort for a larger tanker truck.
SUB-PLOTS:
Vagabonds and destitutes have been disappearing from the streets with little to no attention from the media. Concern is rising in the Shallows, especially with no one taking an interest in their protection.

NEW LILITH:
The city of New Lilith is named after a small European settlement by the name of Lilith. The first Lilith was originally a small castle town that was home to a cult of extremists somewhere in Eastern Europe. This cult was most active between the 12th and 16th century. However they were driven from their home during the crusades. The leaders of the cult were pushed into hiding for the next few centuries and eventually the current leaders stole away on a ship to the New World. They founded the settlement of New Lilith along the Eastern Coast in a valley located in the shadow of the Appalachian Mountains. This would later become part of the State of New Hampshire. As the cult became more well known amongst the natives there, the valley became known as the Valley of the Demon, specifically due to the Cult's tendency to worship the demon Lilith and bring sacrifice to her. Over time however the cult began to die out and as the population became a mix of Native, English and French, the Cult of Lilith was forgotten about and the settlement of New Lilith continued to grow.
Skip forward to current day. New Lilith is a thriving city, and was at one point notoriously corrupt and crime ridden. However the city was ushered into a new era with the arrival of the Mavericks and their removal of Roman Locke from his lofty throne atop a massive criminal empire. The architecture of the city is primarily gothic influenced to mimic the historical aspect of the city and at one time was an attempt to bring tourists to the city. Due to the location of the city, it's prone to heavy layers of fog as well as the sun seemingly setting early. This effect is achieved due to the fact that the mountains block the sun as it passes overhead thus after the sun reaches its peak in the sky it seems to set as it fades to the west behind the mountains. This allows the fog off the sea to hang about the city much longer. Thus granting the illusion of darkness and the perfect shroud for criminals to act in. Aside from by sea or air, there is really one one main highway into New Lilith, though there are several mountain roads that lead away from the city.
The city is also prone to rain as it's primary weather condition due to the high amount of humidity in the air due to the sea and fog. Sunny days are a rarity, weeks of sun even more bizarre. The city has in the past been trashed by large tidal waves, and some of the dock areas flooded. There are now measures in place to ensure this is at least mostly prevented. New Lilith's primary export at one time had been the fisheries, but this has slowed down in modern times. Now the city is funded by the sale of hydro electricity which comes from two giant dams on either end of the city. Using the ocean rivers that rush down from the mountains, the constant waves and the tide, the city is endlessly able to create new electricity.
Nearby cities include Salem to the west and Exeter to the North as well as many other towns and villages in Rockingham County. Due to it's location in New Hampshire, there are several States within an easy driving distance as well as the Canadian Border. The Population of New Lilith is approximately 602,844 not including the rural areas in the mountainous range around the city. The Faulkner Estate is one such example of a dwelling outside of the city.
The Shallows: The Shallows were a neighborhood which was even more overshadowed by the rocky cliffs that surrounded the city than any other area. The houses here very rarely were built taller than a single story due to the low income in the area. The property in the Shallows were marked down considerably lower due to the overwhelming amount of shadows and low sunlight. In addition to this, the Shallows were set on the outer edge of the city against an ancient oozing bog. This swamp was a favourite of the local crime families due to the thick peat moss which sucked anything that stepped into the bog down under it's surface never to be seen again. This made the swamp a particular preference for body dumping, thus leading to the name 'Dead Man's Bog.' If one of the gangs brought someone out to the bog, it was likely a one way trip.
New Lilith College Academy: The New Lilith College Academy is the largest secondary school in New Lilith. Besides the NLCA there's the Catholic school, Our Lady Peace Vocational Institute and the highschool in the low-lands, Bayside Secondary School. The name comes from the fact that the school is built outside of the city near the coastal regions of New Lilith. Home to a variety of home teams as well as numerous college preparation programs that go well beyond the usual high school curriculum, the NLCA comes highly recommended across the United States and usually will bump a student to a top priority in College enrollment.
